Ingrīda Ķirse to Lead “State Defence Corporation” Ltd.

Today, 28 November 2024, during an extraordinary meeting of shareholders of “State Defence Corporation” Ltd. (the Corporation), the current interim Board Member Ingrīda Ķirse was elected to the position of Board Member.
I. Ķirse has been appointed for a five-year term commencing on 2 December 2024.
The competition for the vacant position was announced on 27 August and concluded on 17 September. In total, 28 candidates applied for the position of Board Member. The Nomination Committee advanced 12 candidates to the second round and four candidates to the third round.
In accordance with the regulations, the Nomination Committee submitted to the Corporation’s shareholder – the Ministry of Defence, the two most suitable candidates in order of priority, both of whom achieved the highest average scores across all rounds.
Based on the candidates proposed by the Nomination Committee in order of priority, and pursuant to Sections 31(1) and (3), 66(1)(3) and (8), and Sections 79(3), (4), (5) and (6) of the Law on Governance of Capital Shares and Capital Companies of a Public Person, the shareholders’ meeting of “State Defence Corporation” Ltd. resolved to appoint I. Ķirse as a Board Member, as she achieved the highest overall average score across all selection rounds. The approved monthly remuneration for I. Ķirse in her role as a Board Member is EUR 6,500.
As previously reported, I. Ķirse has served as an interim Board Member of “State Defence Corporation” Ltd. since the establishment of the state-owned company in November 2023.
I. Ķirse has extensive experience as a long-standing board member and Head of Latvia’s branches within the ERGO insurance group in the Baltics. She currently chairs the board of the association “Riga International School” (pro bono) and has also served as Chair of the Supervisory Board of “LDZ CARGO” Ltd.
I. Ķirse holds a master’s degree in law from the University of Latvia, a master’s degree in business administration from the Business, Arts and Technology University RISEBA, as well as she has also studied law in Germany.
About the “State Defence Corporation”
The Corporation was established following a decision by the Government of Latvia in November 2023. Its aims are to support the long-term development of Latvia’s defence industry, manage investments in the sector, and coordinate processes related to the production of military goods. Through these activities, the Corporation contributes to strengthening the supply capabilities of the NAF, supporting the growth of Latvia’s defence industry, and ensuring the security and continuity of international supply chains. The Corporation works in sectors that require significant state involvement and are not served by the private sector.
The Corporation also fosters national and cross-border cooperation and partnerships. The company is a wholly state-owned enterprise, with the Ministry of Defence acting as its shareholder. In 2025, the Corporation was registered in the Register of Enterprises as a company of significance to national security.
