Anti-Tank Mine Production Facility
Project Objectives
To establish an anti-tank mine manufacturing facility in Latvia, primarily to meet the operational needs of the National Armed Forces of Latvia, while simultaneously strengthening the security and continuity of supply chains by ensuring a full-cycle process – from production and storage to delivery to the end user. The facility’s production capacity will also provide export opportunities.
Through this project “State Defence Corporation” Ltd. will expand and diversify its areas of operation.

Project Implementation
On 5 February 2026, a Memorandum of Understanding was signed between “State Defence Corporation” Ltd. and the defence industry company Dynamit Nobel Defence GmbH (Germany). The memorandum was signed by Ingrīda Ķirse, Board Member of “State Defence Corporation” Ltd., and Michael Humbek, Chief Executive Officer of Dynamit Nobel Defence GmbH.
Both parties have commenced preparatory work to develop the cooperation model and agree on the conditions for the implementation of the project, ensuring the earliest possible commencement of production.
Operations at the facility are scheduled to commence in 2028.

On 5 February 2025 Ingrīda Ķirse, the Board Member of State Defence Corporation Ltd (SIA “Valsts aizsardzības korporācija”) and Michael Humbek, the Chief Executive Officer of the German defence industry company “Dynamit Nobel Defence GmbH” (DND) signed the Memorandum of Understanding (MoU) on Establishing an Anti-Tank Mine Production Facility in Latvia, marking the launch of the project.
