Latvia to Establish an Anti-Tank Mine Production Facility
Published: 13.10.2026.
On Tuesday, 13 October 2026, the Cabinet of Ministers of the Republic of Latvia approved the establishment of a new anti-tank mine production facility in Latvia. The project aims to provide a full production and supply cycle for the needs of the National Armed Forces (NAF), with part of the output also intended for export. This will enhance the resilience and security of supply chains and strengthen Latvia’s role within them.
The informative statement “On the Procurement of Anti-Tank Mines, Including the Localisation of Production” prepared by the Ministry of Defence and supported by the Government, represents a practical follow-up to the Memorandum of Understanding signed in February this year on the establishment of a specialised production facility for anti-tank mines and their components in Latvia. The Memorandum was signed by State Defence Corporation Ltd (the Corporation) and Dynamit Nobel Defence GmbH (DND), one of Germany’s leading and experienced defence industry companies.
“Together with DND, we have already undertaken practical preparatory work for the implementation of the planned project. Following the Government’s approval of the anti-tank mine project, we will begin work on its practical implementation. This year we plan to sign a cooperation agreement with DND on the establishment of the production facility, including the transfer of technology and know-how,” emphasises Ingrīda Ķirse, Board Member of the Corporation. She adds that the project will also involve the transfer of unique technology and know-how from DND, with Latvia becoming part of DND’s supply chain. In addition to the production of anti-tank mines, the facility could also be used for warhead filling.
“The establishment of the production facility will represent a significant step towards strengthening Latvia’s defence capabilities and domestic production capacity. It will help ensure timely and secure supplies for the NAF, while reducing dependence on external suppliers. In cooperation with our international partners, we are developing new technological skills and manufacturing expertise in Latvia, which will strengthen both national security and the development of the sector in the long term,” says Raivis Melnis, the Minister of Defence of the Republic of Latvia.
The facility is expected to begin operation in 2028, meeting the needs of the NAF while also supplying products for export. Given the specific nature of the project and the defence industry, as well as existing and planned commitments to the project partner, further information on the implementation of the project will be provided gradually.
