Artillery Ammunition Production Facility

Project Objectives

To establish a modern production facility for large-calibre (155 mm) artillery ammunition in Latvia.

The project is intended to meet the operational requirements of the National Armed Forces of Latvia, strengthen Latvia’s defence industry, and expand its production capabilities. The project is also expected to deliver broader economic benefits, including the creation of new jobs, the development of export capacity, closer integration into the European Union’s defence industrial base, and greater security and resilience of supply chains.

State Defence Corporation Ltd and defence industry company Rheinmetall AG (Germany).

Project Implementation

In accordance with the information statement “On the Establishment of an Artillery Ammunition Production Facility in Latvia”, prepared by the Ministry of Economics and approved by the Government of Latvia on 23 September 2025, a memorandum of understanding was signed between State Defence Corporation Ltd and the German defence company Rheinmetall AG on 25 September regarding the construction of a large-calibre artillery ammunition production facility in Latvia.

Following the signing of the memorandum, both parties and their experts commenced preparatory work to develop a cooperation model, to agree on the terms for implementing the project, etc. A joint venture is expected to be established to construct the facility.
