Artillery Ammunition Production Facility
Project Objectives
To establish a modern production facility for large-calibre (155 mm) artillery ammunition in Latvia.
The project will help ensure the operational needs of the National Armed Forces of Latvia, strengthen Latvia’s defence industry, and expand its manufacturing capabilities. In addition, the project is expected to generate economic benefits, including the creation of new jobs, the development of export capacity, closer integration with the European Union’s defence industry, as well as enhanced security and continuity of supply chains.

Project Implementation
On 25 September 2025, a Memorandum of Understanding was signed between “State defence Corporation” Ltd. and defence industry company Rheinmetall AG (Germany) regarding the establishment of a modern production facility for large-calibre (155 mm) artillery ammunition.
The memorandum was signed by Ingrīda Ķirse, Board Member of “State Defence Corporation” Ltd. and Armin Papperger, Chief Executive Officer of Rheinmetall AG.
Following the signing of the memorandum, both parties commenced preparatory work to develop the cooperation model and agree on the conditions for the implementation of the project. A joint venture is planned to be established for the construction of the facility. The project is expected to attract investments exceeding EUR 200 million.

On Thursday, 25 September 2025, in Hamburg, Germany, a Memorandum of Understanding was signed on the construction of a large-calibre artillery ammunition production facility in Latvia.
